Weil Helps Prepare Memo to the Ukraine Government on Postwar Reconstruction

Weil has acted as pro bono counsel to the Public International Law & Policy Group (PILPG) in preparing a memorandum addressed to the Ukrainian government. The memorandum provides analysis and recommendations relating to eventual postwar reconstruction efforts, with a focus on comparative examination of successful strategies utilized by other countries in the wake of conflict.

The memorandum addresses five key thematic areas: (i) the rehabilitation and recovery of debilitated infrastructure, (ii) economic recovery, (iii) re-establishing the rule of law and strengthening state institutions, and (iv) civil society stressors. For each of these five key areas, the memorandum discusses the impact and importance of that key area to Ukraine’s long-term peace and stability, the key actors to play a role in that area’s reconstruction, the potential challenges in rebuilding/recovering in that thematic area, comparisons to strategies utilized by other war-torn States and recommendations specific to Ukraine.
