Biography

Immediately prior to joining Weil, Andrew served for more than two years as the Co-Chief of the SEC Enforcement Division’s Asset Management Unit (AMU), a national specialized group that focuses on misconduct in the asset management space, including matters involving private equity funds, hedge funds, venture capital funds, mutual funds, ETFs, business development companies, separately managed accounts, valuation and other service providers, audit firms, administrators, and boards. Based in the New York Regional Office, he oversaw a staff of attorneys and industry experts across 11 offices. Under Andrew’s oversight, the AMU brought some of the largest, most consequential SEC enforcement actions, including allegations involving a billion-dollar valuation fraud, a massive market manipulation scheme, multiple cherry picking frauds, conflicts of interest, misleading fees and expenses, violations of Regulation Best Interest, “AI Washing,” misleading marketing, the custody rule, and prohibited joint transactions, among other issues.
Prior to becoming Co-Chief, he served as an Assistant Director in the Unit, and earlier as a senior attorney, working for more than a decade in total on numerous complex investigations, including an industry-wide fraud investigation involving complex, cross-border transactions that led to settlements with fifteen financial institutions. Other matters involved asset managers, broker-dealers, issuers, investment banks and other market participants.
Andrew is a prominent speaker and thought leader. He regularly speaks on and moderates panels, including at events sponsored by major industry organizations, particularly in the asset management space. At the SEC, he regularly conducted Enforcement wide trainings on asset management issues, advised on rulemakings and worked closely with other Divisions, particularly the Division of Examinations. Andrew also worked closely with the Department of Justice, FBI, CFTC, state AG offices, and foreign regulators, and other authorities.
Before joining the SEC in 2012, Andrew practiced at other leading national and international law firms. He received his J.D. from Columbia Law School and B.A. from Fordham University. After law school, he served as a law clerk to the Honorable Leonard B. Sand in the U.S. District Court for the Southern District of New York.
